A high-rise among mid-rises

Verve City Walk is the tall exception in a district built mostly at six or seven storeys. Meraas calls it the district's sole high-rise, and that single fact does most of the work here: from the upper floors the outlook runs over the low roofs of City Walk towards the coast and the wider skyline, which the surrounding buildings cannot offer. The developer lists the scheme from one to four-bedroom apartments, topped by a sea-facing five-bedroom penthouse. Verve is recorded as sold out, and no starting price is published, so it is price on request. Wincasa Properties, a Dubai brokerage and an authorised sales partner for Meraas, handles resale enquiries on the building.

The architecture is organised around what Meraas calls cut-outs: sections carved out of the elevation and given over to large open terraces with amenities attached, rather than a single podium deck at the bottom. Residents arrive through a screened drop-off and double-height lobbies, and the shared spaces include outdoor courtyards, meeting rooms, an infinity pool, a fitness centre, an outdoor gym, playgrounds, a barbecue area, a cigar lounge and common terraces. A retail hub is built into the scheme and the landscaping is treated as part of the design rather than as leftover ground. For a buyer, the practical consequence is that amenity level matters as much as floor level when comparing two units.

Construction is under way and the developer publishes its own progress. The most recent update records raft foundations finished in both towers, the B1 slab complete and the ground floor slab being poured, with substructure works due to finish, the frame due to reach Level 3 and mechanical, electrical and plumbing installation continuing through the basements over the following quarter. That is early-stage work, and it matters to a resale buyer for a specific reason: the further a project has progressed, the more of the payment plan the seller has already met, and the more cash a purchase needs at signing. At this stage the outstanding balance is likely to be the larger part.

The address is central by any measure. The developer puts the City Walk Mall four minutes away, Sheikh Zayed Road two minutes by car and The Dubai Mall five, with Dubai World Trade Centre six kilometres out, Jumeirah Beach ten minutes and Dubai International Airport fifteen. City Walk itself supplies the daily life: international retail and restaurants along its indoor-outdoor streets, The Green Planet bio-dome, Roxy Cinema, bowling and arcade games at Brass Monkeys, Coca-Cola Arena for concerts and sport, clinics covering general practice, paediatrics, dermatology and dentistry, and the Canadian University of Dubai. Very little of an ordinary week requires a car.

What to know before you enquire

Verve suits a buyer who wants a City Walk address but specifically wants height. Everything else in the district is mid-rise, so the view from an upper floor here is not replicable next door, and that scarcity is the argument for paying a premium over Central Park or Northline. It follows that floor and orientation are the two things worth negotiating hardest on. A low-floor unit in Verve carries the building's service charge and its amenity level without the outlook that justifies them, and a buyer paying for the tower should make sure they are actually buying the part of it that is different.

Because the project is sold out but still in the ground, this is an off-plan assignment rather than a completed purchase. Establish what proportion of the price the seller has already paid, what remains, and what Meraas charges to issue the no-objection certificate that permits a transfer. Confirm the unit is registered in the seller's name with the Dubai Land Department and budget Land Department transfer and registration costs on top. Where the developer sells a unit directly, the sale and purchase agreement is with Meraas Development LLC and instalments go into the project's escrow account under Land Department rules, never to the broker; Wincasa is paid by the developer on those sales.

Two further checks. First, ask Meraas in writing for the current construction position and the expected handover date, since no completion date is printed on the page and an early-stage building means a long wait and a large outstanding balance. Second, ask for the projected service charge before modelling any return, because a tower with an infinity pool, multiple terrace levels, a lounge and a manned lobby is expensive to run and the figure is not published. City Walk Crestlane is the developer's live release in the same destination and is the natural comparison for anyone who would rather buy from Meraas than from an owner.
