A building over the park

Central Park Laurel is a residential building by Meraas inside Central Park, the green district at the centre of City Walk in Dubai. The developer records the project as sold out and publishes no starting figure, so the honest answer on cost is price on request. Anyone buying now is buying from an existing owner rather than from Meraas: the seller sets the asking price, the developer has to issue a no-objection certificate, and the Dubai Land Department registers the transfer once that certificate is in hand. Wincasa Properties, a licensed Dubai brokerage and an authorised sales partner for Meraas, works that resale market, registers requirements against the building and reports what is genuinely changing hands rather than what is being advertised.

Meraas publishes its own progress figures for this building, and they are unusually specific. The developer's dashboard puts Laurel at 94 per cent complete overall, with the substructure and the superstructure both at 100 per cent and infrastructure at 98 per cent, while the Real Estate Regulatory Agency's headline figure sits lower at 90 per cent. The footnote is more exact still: an internal inspection dated 11 June 2026 measured 94.44 per cent, and the regulator's inspection of 12 May 2026 recorded 90.76 per cent. Meraas lists transformer works and civil defence inspections among the live items, together with testing and commissioning, the remaining landscaping and final finishes, and says the months ahead are given over to outstanding authority approvals and to readying the building for handover.

The developer's description places the building above the park, with the green space in front of it, and the release covered one- to four-bedroom apartments together with two penthouses. Sizes in square feet are not printed on the project page, so the measured area of any particular home has to come from the floor plan attached to that unit's own contract rather than from a listing or a brochure. Outlook is the variable that moves price most in a building of this shape, because a home looking across the park is a different proposition from one on the same floor facing the surrounding streets. A resale buyer should establish which side an apartment sits on, and on which level, before discussing a number.

Central Park is the reason this address works. It is a landscaped district at the centre of City Walk rather than a strip of lawn between buildings, and Meraas has given it a programme: pools and water play areas, a running track, an outdoor gym with fitness stations, half-court basketball, tennis and squash courts, a skate-able landscape and multi-use games and sports lawns. There is also a dog park, games tables, a kids' play area, a nursery, function rooms, a spa with sauna, areas set aside for yoga and meditation, and dining outlets and retail stores. The developer counts City Walk Mall at a minute from the door, Coca-Cola Arena at five and Jumeirah Beach at ten.

What to know before you enquire

This building suits a buyer who wants a green outlook without leaving the middle of the city, and who is comfortable that the surroundings are busy by design. City Walk is a shopping, dining and entertainment district as much as a residential one, so evenings and weekends carry visitor traffic, and Coca-Cola Arena brings event crowds a short distance away. Families tend to buy for the park itself, the nursery and the amount of outdoor activity built into the landscaping; single buyers and couples tend to buy for the walk to the shops and restaurants. Visit on a Friday evening as well as a weekday morning before deciding which of those two experiences you are actually buying.

Because the project is sold out but not yet handed over, a purchase here is the assignment of an off-plan contract rather than a completed sale. Establish how much of the original payment plan the seller has already paid and what remains outstanding, ask Meraas in writing what it charges to issue the no-objection certificate that permits the transfer, and budget the Dubai Land Department transfer and registration costs on top of the agreed price. Confirm the unit is registered in the seller's name before money moves. Where Meraas does sell a home directly, the sale and purchase agreement is signed with Meraas Development LLC and instalments are paid into the project's escrow account under Land Department rules, never to the broker.

On value, the two things to settle before you negotiate are the service charge and the outlook. The park, the pools, the courts, the spa and the landscaped grounds all cost money to run, and that charge is not printed on the developer's page, so ask for the current rate per square foot before modelling any rental return. Then compare like with like inside Central Park: Central Park Thyme is the sibling building at City Walk, also marked sold out by Meraas and also released from one to four bedrooms, so asking prices in the two make a fair benchmark for each other. Wincasa can pull recent Land Department transfers in the district so the comparison rests on recorded sales rather than asking prices.
